Has the Incline Village General Improvement District “concealed” public records? READ THIS EMAIL EXCHANGE – and you can decide for yourself.
Mr. Tulloch never received the public records he requested: the General Ledger.
He was elected in November, 2022 to the role of Trustee of the Incline Village General Improvement District.
In July, 2022, a reporter from the Globe finally obtained a copy of the FY2021 general ledger. This was FIVE YEARS after Mr. Tulloch requested the records. The General Ledgers for 2017, and the 3 prior years HAVE NEVER BEEN RELEASED.
Why is the general ledger important? The ledger provides a complete record of financial transactions for the time period covered. If there are transactions done “off-the-books” – of course, it does not contain a record of these. Example: cash given to a bartender, who provides drinks but pockets the cash rather than ringing it up on the cash register.
Tulloch was not the only resident who was refused a copy of the general ledger. At least two other residents requested the general ledger, and were refused. Their emails and the refusal, is documented in the emails released in the Mark Smith v. Incline Village General Improvement District lawsuit, The emails that were released can be searched – CLICK FOR LINK.
Ms. Herron was promoted in 2022 to Director of Administrative Services, an unbudgeted position. She is responsible for providing public records after Melissa Robertson, District Clerk, left in April 2023 after 7 months.
